Statewide COVID-19 Telework Transition: Change Management Communications & Program Rollout

Helped 15,000 state employees pivot to remote work—building HR infrastructure and training programs from scratch during the COVID-19 crisis

In April 2020, the State of Alaksa faced an existential operational challenge: short-term work-from-home orders were crippling public service delivery, and the organization lacked the digital infrastructure to sustain remote work long-term.

My team at Tandem Motion was contracted to rapidly develop, digitize, and deploy comprehensive human capital programs across 14 departments statewide.

As change management communications lead and program materials developer, I helped architect and communicate the rollout of new performance management systems, learning and development processes, remote recruitment and onboarding programs, and training curriculum.

The challenge was managing massive organizational change while employees were already in crisis mode—requiring communications that were clear, compassionate, and action-oriented.

The result: formal teleworking capabilities for 15,000 employees, increased job clarity across departments, and a state government equipped to serve Alaskans regardless of where employees logged in.
